The first primitive lookout structure was erected on Cement Ridge in 1911. It was one of the first lookouts in the Black Hills along with Harney now Black Elk Peak and Bear Mountain.
The present structure on the peak is the third lookout on the peak and constructed by the Civilian Conservation Corp in 1940. Tom Sawyer was the first lookout serving on the peak to drive a vehicle to the top. It was not easy, as Sawyer had to place a sack of potatoes behind the back tires while he cleared brush in front of the vehicle and was able to slowly inch his way to the lookout. The lookout remains an active lookout and is in service each fire season.
